What is a MUD and why is it important?

A municipal utility district (MUD) is a special purpose district that provides water and sewage services. They're set up by a municipality and are governed by a board of directors who are elected by the local voters.


MUDs are authorized to issue bonds to pay for infrastructure development and can levy taxes on property within their boundaries. They also have the power to condemn land to build roads or utilities, but they don't have any zoning authority—that comes from the municipality they're part of.
