A public improvement district is a special district that is created by a municipality to serve the common good by providing public services.


The city council of a municipality creates a public improvement district to provide services that are not otherwise provided by the municipality. These districts can be formed to provide water, wastewater treatment, traffic control, street lighting, and other services. These districts may also be used to build infrastructure necessary for new development projects.


Public improvement districts are often funded through property taxes, which are collected from all property owners within the district. The taxes collected help fund the new infrastructure being built by the public improvement district.
